Drone Filming in Nepal
Aerial footage is usually the first thing a producer asks for in Nepal, and the first thing that can be taken away. Flying a drone here is regulated separately from filming. A film permit does not carry a drone with it. Permission to fly is its own decision, made by different people, and it can be refused.
The geography makes it harder than most places. The capital sits inside controlled airspace. Mountain flight routes run low through the same valleys you want to shoot. Parks, heritage sites and border districts each have their own gatekeeper. Above about 4,000 metres the air is thin enough that lift, endurance and climb margin all fall away, and the aircraft has far less in reserve than the spec sheet suggests.
This page covers how permission is structured in general terms, what the machine will actually do at altitude, where aerial work is and is not appropriate, and what we shoot instead when the answer is no. We do not tell productions an approval is certain, because it never is. What we can do is start early, read your specific shots honestly, and build a schedule that survives a refusal.

What drone permission actually is here
There is no single drone permit in Nepal, in the same way there is no single filming permit. What you need is a set of permissions that sits on top of, and depends on, your underlying film permission. The aircraft and the airspace are governed by the civil aviation authority. The ground beneath the aircraft is governed by whoever controls that ground: a district administration office, a local police post, a national park, a conservation area, a heritage trust, or the security apparatus around a barracks, a border or a hydropower scheme. A single flight over a single valley can touch several of those at once.
That structure has two consequences worth understanding before you brief anyone. First, the drone application cannot really begin until the shoot itself is defined, because the aerial permission hangs off the film permission and off named locations, dates and aircraft. Second, permission to film in a place is not permission to fly there, and permission to fly nationally is not permission to fly at a specific site on a specific morning. The categories, the height ceilings and the routing have all been revised more than once, and they will be revised again. We confirm the current position with the relevant authorities for your shoot rather than repeating what was true last season. Anyone who quotes you a fixed rule from memory is quoting you a rule that may already have changed.
Who has to say yes
Aerial permission is layered, not single. These are the gatekeepers a flight can pass through, and any one of them can be the reason a shot does not happen.
Civil aviation
The airspace authority. It sets the categories that everything else works within: aircraft class, height ceiling, distance from the pilot, and what you are allowed to overfly. This is where the airspace question is answered, and it is separate from any question about the ground.
District and police
The district administration office and the local police station cover the ground you are standing on. Even a nationally approved flight can be stopped by the post nearest your take-off point, so this layer is handled locally, in person, ahead of the day.
Parks and conservation areas
National parks and conservation areas run their own regime and their own permission, entirely separate from the airspace approval. Both have to come good. Staff may accompany you, and airborne work is frequently the first thing refused.
Heritage and archaeology
Monument zones, temple precincts and heritage sites sit with the archaeology authority and with site trusts and committees. Some of these places are sensitive to filming at all, and a drone raises the sensitivity, not lowers it.
Security
Barracks, borders, hydropower schemes and government compounds bring security into the decision. Around army ground and border districts, assume the airspace is effectively closed until somebody tells you otherwise in writing.
Your film permission
None of the above can be approached in a vacuum. The drone application is built on top of the film permission, so the shoot has to be defined first. This is why aerials cannot be an afterthought bolted on near the shoot date.
Where the answer is usually no
Some airspace is closed, and no application changes that. Tribhuvan International sits inside the Kathmandu bowl, so much of the capital is controlled before you consider anything else. Pokhara, Bhairahawa, Biratnagar, Nepalgunj and Bharatpur repeat the problem on a smaller scale, each throwing a controlled zone across the town around it. If your establishing shot is a city, assume the honest starting position is no, and that any exception is a specific, conditional approval rather than the default.
Mountain strips are worse than they look on a map. Lukla, Jomsom and Simikot take heavy short-field traffic with no radar, flown visually down the middle of the same valley you want to cross. Rescue and charter helicopters work the Khumbu and Annapurna corridors low all morning, which is exactly when the light and the air are best for you. Putting an uncrewed aircraft into that traffic is not a paperwork problem, it is a safety problem, and it is treated as one.
Then there are the places where the sensitivity is cultural rather than aeronautical. The Kathmandu Valley heritage sites and Lumbini are controlled separately from ordinary airspace, and at a site like Pashupatinath the more sensitive question is filming at all, before you even raise a drone. Border districts and army ground are effectively shut. None of this is hostility. It is the ordinary shape of the country’s airspace and its sensitivities, and the sooner your shot list is measured against it, the fewer surprises you carry into the shoot.

What thin air does to the aircraft
Altitude is the part productions consistently underestimate, because the aircraft looks the same on the ground at 4,500 metres as it did at home. It does not fly the same. Air density is roughly two thirds of sea level at 4,000 metres and closer to half by 6,000. The rotors have less to bite on, so they work harder for the same lift, current draw climbs, endurance drops, and the margin you keep in reserve for a climb or a fast reposition gets thin. Manufacturers publish a service ceiling and sell high-altitude propellers, and both help, but treat the ceiling as a hard limit rather than as performance you will actually get. The last few hundred metres of any published figure are not where you want to be operating.
Cold complicates it in two directions. Cold air is denser, which is mildly in your favour for lift. It is against you everywhere else. Lithium cells lose usable capacity below freezing and sag under load, and load is exactly what you are asking of them at 4,500 metres at first light. Keep packs warm overnight and bring them up to temperature before you fly, not after you have launched. Deep valleys add their own problems: they break line of sight in seconds as the aircraft drops behind a spur, and the steep walls give poor satellite geometry, which degrades the aircraft’s own position hold. The working conclusion from all of this is simple. Plan short flights and more of them, keep the aircraft close and high in your sightline, and never build a sequence that needs the machine to perform at the very edge of what the specification claims.
How an aerial application is prepared
The order matters. Some approvals are conditional on others already being in hand, and a vague application submitted close to the date is the fastest route to a refusal.
Shot list against the map
We take your aerial list and lay it against airspace, park boundaries, heritage boundaries and security ground before anything is submitted. Each shot comes back marked achievable, conditional or unlikely. The unlikely column is the useful part, because it is the one you can still design around while it is cheap to do so.
Aircraft, pilot and paperwork
Applications turn on specificity. Serial numbers, take-off weights, pilot credentials, precise coordinates, dates, intended heights above ground and the purpose of each flight. We assemble that detail with you, and we handle carriage of the aircraft and the battery packs across the border at the same time, because the drone is looked at separately from the rest of your camera kit on arrival.
Submission and follow up
Applications go to the relevant authorities in sequence, because some approvals depend on others already being granted. We file locally, chase in person, and tell you honestly where each one stands, including when a file is simply not moving. Offices here run on paper and on somebody turning up, which is not work that can be done from another time zone.
Local groundwork before the day
Before the case is opened at a location we notify the police post, the park office or the village contact and confirm the flight in front of them. An objection is far cheaper to hear the day before, on foot and in Nepali, than it is to discover mid-flight with a crew standing at altitude.
Flying days and fallbacks
Aerials are scheduled into the morning window with the alternative already scouted and crewed. If permission does not arrive, or is granted nationally and then pulled locally on the day, we move straight to the prepared alternative rather than starting to look for one.

The flying window: time of day and time of year
In the high valleys the wind behaves like a clock rather than a forecast. Overnight the air is usually still. As the sun hits the slopes the valley heats, air moves up-valley, and by late morning it is often too strong to fly usefully or safely. Dawn to mid morning is the window, and it closes earlier the higher and narrower the valley is. That single fact reshapes an aerial schedule more than most producers expect, because it means your best light and your only reliable flying air are the same ninety minutes, and you cannot spend them setting up. The aircraft has to be built, checked, warmed and briefed before first light.
Season sets the rest. October and November, once the monsoon has cleared, generally give the cleanest air and the most dependable mountain visibility, which is why they are also the busiest weeks in the country. March and April give longer days but haze builds through the pre-monsoon weeks as dust and smoke accumulate, and afternoon cloud develops over the peaks. Winter is clear, cold and short: excellent visibility, brutal on batteries, and with valley fog that can delay the very morning flights you were counting on. The monsoon, broadly June to September, brings low ceilings and days when the mountain is simply not there behind the cloud. We build aerial days around the morning window and the season you are shooting in, and we will not promise you a clear peak on a named date, because no one honestly can.
Terms you will meet in an aerial plan
A short glossary so the application, the schedule and the on-the-day decisions read the same way for everyone.
Controlled airspace
Airspace managed around an airport where flights are restricted or prohibited. Kathmandu, Pokhara and other airfields each throw a controlled zone across the surrounding area, which is why city aerials so often start as a no.
Service ceiling
The maximum operating altitude a manufacturer publishes for an aircraft. Treat it as a limit, not as guaranteed performance. The closer you fly to it, the less margin you have for a climb or a gust.
Visual line of sight
Keeping the aircraft in direct, unaided view of the pilot or observer. Deep valleys break it in seconds as the drone drops behind a spur, which is a legal and a safety problem at once.
Visual observer
A second crew member whose only job is to watch the aircraft and the surrounding airspace while the pilot flies. On busy mountain corridors with helicopters about, this is not optional good practice.
Take-off weight
The total flying weight of the aircraft including battery and payload. It appears on applications and matters more at altitude, because thin air gives you less lift to carry it with.
Up-valley wind
The daily flow of air that develops as a valley heats through the morning. It is the reason the flying window closes before lunch in the high country.
Doors-off
A helicopter flown with a door removed so a camera operator can shoot out of the aircraft. It is a separate approval and a separate safety regime from ordinary helicopter charter, not a variation you arrange on the morning.
Conditional approval
Permission granted subject to limits: a height cap, a time window, no overflight of people, or a required local sign-off. Read the conditions carefully, because breaking one can invalidate the whole approval.
Protected areas and sensitive sites in detail
The places most people want aerials of are, more often than not, the places where aerials are hardest to clear. National parks and conservation areas are the clearest example. Entry for your people and permission to film are already two separate questions there, and airborne work is a third, sitting on top of both and frequently refused outright. The concern is not bureaucratic. Low-flying aircraft disturb wildlife, and around any area with rescue and expedition traffic there is genuine sensitivity about drones sharing the airspace. In Sagarmatha in particular you are dealing with a narrow corridor used by rescue and charter helicopters flying low and often, and with real feeling among expedition teams and climbers about drones near the base camp area. We will put an application in where it is worth putting in, and we will tell you plainly when the honest answer is that it is not, and what we would shoot from the ground instead.
Heritage and religious sites carry a different weight. A monastery answers to its abbot and its committee, not to a ministry, and a drone over monastery grounds during a ritual is a matter of courtesy and consent, not a form you can file your way past. Religious ceremonies, funerals and private houses are the usual flashpoints, and a national approval does nothing to soften a local objection at any of them. The work that keeps a flight out of trouble happens the day before, on foot, in Nepali, with the people who actually live and pray in that place. It is slow, unglamorous groundwork, and it is the single biggest difference between an aerial day that goes smoothly and one that ends with a crew being asked, fairly, to land.
What we shoot when the drone is refused
Nepal is unusually forgiving here, because the ground does much of the aircraft’s job. When an aerial is refused, delayed or pulled on the day, these are the alternatives we scout and cost in advance rather than improvise.
The ridge you can walk to
You can climb to a vantage point and look down on a valley from a position no drone will legally reach. It costs walking time and acclimatisation, but it is yours, it needs no airspace approval, and it holds when the flying window closes.
Long lens from a facing slope
A long lens from an opposing hillside gives you compression a drone cannot, stacking ridgelines and peaks in a way aerial perspective flattens. For many mountain sequences it is not a compromise, it is the better image.
Helicopter charter
A real option for genuine aerial movement, though it is its own regulated flight with its own approval, and doors-off shooting is a separate question again. It is daylight only, weather bound and payload limited, and priced by the flying hour including positioning.
Jib, mast and cable runs
A jib on a high vantage point, a short cable run across a gorge, or a mast gives you controlled elevation and movement without touching airspace at all. Heavy to carry beyond the road head, but dependable once rigged.
Time lapse from an overnight position
Camping a camera on a high vantage overnight buys you cloud, shadow and light moving across a face in a way a short flight never could. It trades a flight for patience and a night at altitude.
A local operator who holds permission
Where an operator already holds approval for an area and you do not, working through them is sometimes the only legal route to the shot. It is a route we identify early, not a scramble on the day.
We would rather mark a shot unlikely at schedule stage and replace it than lose it on the day with nothing prepared. Flying anyway is never worth the trade.
How we workAircraft, batteries and getting them across the border
The drone does not travel with the rest of your camera kit, and it should not be planned as if it does. On arrival it is looked at separately, needs its own documentation trail, and has to be declared before you fly rather than discovered in a case at the airport. The battery packs are the other constraint, and they shape the shoot more than the airframe does. Lithium packs travel as carry-on under airline rules, with limits on watt-hours and on how many you may bring, and those limits belong to the airline and the regulator, not to us. Check them before you build the battery plan, because the number of packs you can legally carry is the number of flights you get above the road head, where charging runs off solar or a carried-in generator and is slow. Everything downstream, how many aerial attempts you get at a location and how many locations you can cover, follows from that number.
Planning aerial work into the schedule
Aerials fail most often not because a shot was impossible, but because it was left to the end. This is the rough order that keeps them alive.

Decide which shots must be aerial
Before anything is locked, separate the aerials that carry the film from the aerials that would be nice to have. If a sequence only exists from the air, we need to know in the first conversation, because it may drive where and when you can shoot at all.
- With the film permit
Start the drone application in parallel
The drone side is linked to your main filming permission and has more parties in it, so it starts alongside, not after. Beginning late, or vaguely, is the most common cause of a refusal that a better-timed application would have avoided.
- Pre-production
Mark every shot achievable, conditional or unlikely
Each aerial is read against airspace, parks, heritage and security ground. The conditional and unlikely shots each get a scouted, costed alternative attached, so the schedule already contains its own plan B before anyone travels.
- The week before
Local notification on the ground
Police posts, park offices and village contacts for each flying location are notified and the flight confirmed in person. This is where a national approval is turned into an actual, welcomed flight, or where an objection surfaces in time to matter.
- On the day
Fly the morning window, hold the fallback
The aircraft is built, warmed and briefed before first light, the observer is in place, and the alternative is crewed and ready. If the window closes or permission is pulled, the day moves to the prepared ground shot rather than collapsing.
Safety, operators and the trade you must not make
There is one decision on an aerial shoot that is never worth getting wrong, and it is the temptation to fly anyway. When an approval has not arrived, or a local objection lands on the morning, the pressure to launch is real: the crew is at altitude, the day is expensive, the light is perfect. Flying without permission risks the aircraft, risks the pilot, and risks the rest of your permissions for the entire shoot, because one uncleared flight in the wrong airspace can put every other approval you hold under question. No single shot is worth that trade, and a good operator will refuse it on your behalf when you are too invested in the day to refuse it yourself.
Safety also drives who flies and how. Approvals are normally issued against a named airframe and a named pilot, so assume that changing either means going back to the authority rather than flying on the paperwork you already hold. A visual observer is not a courtesy on the busy mountain corridors, it is the person watching for the rescue helicopter you cannot hear over your own rotors. Third-party liability insurance covering the aircraft is part of a serious application, not an extra. And the whole operation lives or dies on line of sight and reserve, which is why we plan short flights, keep the aircraft close, and treat the published service ceiling as a wall rather than a target. The aim is not to extract the maximum from the machine. It is to come home with the shot, the aircraft and the rest of your permissions intact.
What we need from you to start an aerial plan
The more precise this is, the earlier we can give you an honest read on which shots are realistic. Vague inputs produce vague applications, and vague applications are the ones that get refused.
- Aircraft details for every airframe you intend to fly: make, model, take-off weight and serial number, spares included
- Pilot details: name, passport, certification and relevant experience, plus who will act as visual observer
- A flight-by-flight aerial list with location coordinates, intended dates, intended height above ground and what is in frame
- The production behind it: commissioning broadcaster or client, synopsis, intended use and where it will be distributed
- Insurance documents, including third-party liability covering the aircraft
- Whether you require your own pilot at the controls, or will accept a locally licensed operator flying to your brief
- The highest altitude any flight will launch from, and how many acclimatisation days precede it
Say the aerials out loud in the first conversation
If a sequence only exists from the air, tell us at the development stage, not in the pre-light. Aerial permission has the most parties, the longest lead time and the highest chance of a no, so it should shape the schedule from the start rather than be squeezed in at the end. Naming your must-have aerials early is the single cheapest thing you can do to protect them.
Where aerial work genuinely earns its place, and where it does not
A drone is a tool for a particular kind of information, and it is worth being honest about when that information matters and when it is habit. Aerials earn their place when the story is the shape of the land: a river system read from above, the scale of a terraced hillside against the peak behind it, a settlement isolated in a fold of the mountains, a route traced across a pass that no ground frame can hold in one image. They earn it in movement that reveals, where the reveal is the point rather than decoration. Used that way, a single aerial can do work that a day of ground coverage cannot.
They do not earn their place when they are a reflex. An establishing drone shot over a town you could not otherwise justify flying over, a slow rise up a building for no reason the edit needs, a hover that a locked-off wide would serve better: these are the aerials that cost you permission effort, altitude risk and schedule slack for a frame the film would survive without. In Nepal, where every aerial carries a real chance of refusal and a real safety overhead, that calculation matters more than it does at home. We would rather help you spend your aerial budget on the three shots that carry the film than on twelve that decorate it, and we will say so when we think a shot on your list is habit rather than need.
How we work an aerial brief
Our job on aerials is not to promise you the sky. It is to tell you the truth about it early enough to act on. That means taking your shot list apart before anything is submitted, being blunt about the shots we think will not clear, and putting the same effort into the ground alternative as into the flight itself. It means starting the drone application in parallel with your film permission, filing locally and chasing in person, and keeping you informed about where each approval stands, including when it is stuck. And it means doing the quiet, unglamorous groundwork the day before, on foot and in the local language, that turns a piece of paper into a flight nobody objects to.
We will not describe a shoot as something it is not to move an application, and we will not tell you a shot is cleared until it is. We will not run a flight on the assumption that no one will ask, because the consequences of an uncleared flight do not fly home with you. They stay with the local company whose name is on the file and with the Nepali crew who live and work here afterwards. That is the same standard we hold across every part of a shoot, and it is why the honest answer, even when it is no, is worth more to your film than a cheerful yes that falls apart on the day.
Questions
Can you guarantee we will get drone permission?
No, and treat anyone who says otherwise with suspicion. Approval is a decision by an authority, based on where you want to fly, what you are filming and what else is happening in that airspace. It can be refused, granted with conditions, or granted nationally and then overridden locally on the day. What we can do is tell you early which shots are realistic, prepare an application that answers the questions properly, and keep you honestly informed about where it stands.
How far ahead do we need to start?
Start the drone application alongside your main filming permission, not after it. The two are linked, and the drone side has more parties in it. We will not put a fixed number of weeks on it, because it depends on category, location, subject and season, and a number given before we have seen your shot list is a guess dressed up as a fact. What we will do is tell you honestly if your dates look unrealistic, early enough for you to move them. The fastest route to a refusal is a vague application submitted close to the date.
Can we fly in the national parks, or around Everest Base Camp?
The park authority is a separate decision from the airspace authority, and both have to come good. In Sagarmatha you are also sharing narrow airspace with rescue and charter helicopters that fly low and often, and there is genuine sensitivity among expedition teams and climbers about drones around the base camp area. We put an application in where it is worth putting in. We also tell you when the honest answer is that it is not, and what we would shoot from the ground instead.

This is exactly why we do the groundwork the day before, on foot and in Nepali, to surface an objection while it is still cheap. If a flight is stopped anyway, we move to the alternative that has already been scouted and crewed for that shot, so the day is not lost while someone starts looking for a plan B.
